What is DIAB and how is it related to EEOICP?
DEEOIC Interim Advisory Board (DIAB) is a non-governmental board that collects information from the people to ensure that the EEOICP acts in a manner consistent with the needs of the people. DIAB was created due to the lack of a board that would serve as an oversight for this purpose. Currently, only bills in the congress are the closest to achieving a government advisory board. The two bills are House Bill 2905 and Senate Bill 1423.
How does DIAB exactly help the purpose of EEOICP?
1. Guide departments who are involved with the EEOICPA, such as the President, and the Congress in approving the Department of Labor Site Exposure Matrix (SEM).
2. Execute a peer review of the Part E Claim Examiner in accordance to the evidence.
3. Take regular expert review of needed evidence for Part B claims in accordance to lung disease.
4. Maintaining information on the Department of Labor’s industrial hygienist, staff physicians, and consulting physician along with the DOL’s reports.
5. Connect data from Workers’ Health to Advisory Board discovering on Radiation.
6. To make sure that compensation has been made to employees affected by illness contracted from working under the Department of Energy (DOE)

Current Situation
1. DIAB
DIAB has had only one meeting so far. On April 15, 2014, DIAB held a meeting at Denver, Colorado, focusing on Rocky Flats worker’s health complaints from working in the corporation.
2. Government
Currently, only Part B is required by the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) to have a board to ensure that scientific evidence is used in clarifying claims. In contrast, Part E doesn’t have any advisory board to execute this. The Department of Labor’s Division of Energy Employees Occupational Illness Compensation (DEEOIC) solely handles the decisions for Part E claims.
DIAB Board Members
The board members consist of volunteers from EEOICPA claimants to advocate of EEOICPA claimants that are very experienced in interacting with the EEOICPA. The current members are below.
Faye Vlieger, Chair
Faye has helped EEOICPA claimants for the past 10 years and has previously worked in the nuclear weapons industry.
Hugh Stephens, Vice Chair
Hugh is a lawyer that has handled EEOICPA cases since 2010.
Terrie Barrie, Secretary
Terrie has helped in constructing EEOICPA in 1999. She is also part of Alliance of Nuclear Worker Advocacy Groups (ANWAG).
D’Lainue Blaze
D'Lainie is a founder of TheArroSpace.org and is currently helping EEOICPA claimants.
Stephanie Carroll
Stephanie has helped EEOICPA claimant since 2002, emphasizing on Occupational Lung Disease.
Maurice Copeland
Maurice had previously worked in nuclear weapons and is currently assisting EEOICPA claimants.
Donna Hand
Donna is helping EEOICPA claimants through Help by Hand since 2001
Deb Jerison
Deb has assisted EEOICPA claimants since 2005 and is the founder of Energy Employees Claimant Assistance Project (EECAP)
Dr. David Manuta
David has been exposed to EEOICPA issues since 2008 and had previously worked in Portsmouth Gaseous Diffusions Plant
Janet Michel
Janet has worked with The Exposed in 1996 and after with Coalition for Healthy Environment.
Ken Silver
Ken, associate professor of Environmental Health, has been exposed to EEOICPA for many years
